Plagiarism tutorial

In question 5 ,the question is arguing for the student ability to interpret a sources of information while he writing a scientific paper and the problem is that student having the authority to mention something in his scientific paper whether he don’t remember where he found it .The most significant answer was C which is said “give up on the idea and go on to something else” is the most safer to me and it will protect me from being in critical situation with my instructor . The feedback of the answer said that the best way to do that, is by trying to search and finding articles on the same subject .So maybe during your search you will find someone cite the article which you don’t remember it and finding the original article is the only way that can help the student to mention his data.
In question 8 the student was trying to post some information to his class online and while he doing that he found attractive article on the internet so he cut and pastes it while he was posting. This case is consider to me plagiarism because he only cut it and paste it and he didn’t try to paraphrase it or cite his work and the feedback answer said that teacher will not accept cutting and pasting without citation so to be in safer the student should give the references of his article.
In this tutorial, I learned a lot of thing and the question which I like it is number 4 because in this question I learned that sharing idea and taking some ideas from the people surround you is not plagiarism unless this idea is not written.As Aurora mentioned in her letter to Ed Dante in the “intellectual property divide” that when two people having the same idea or the same conclusion but the academic world will accept the idea of the person who will wrote it first .so the plagiarism sometimes considered so complex idioms because in some cases the judgment will not be fair or not clear.
My question is who first mention the plagiarism as an important issue and when that happened.
